Officers under the Central Government holding an analogous post on regular basis in the parent cadre or department; or officers meeting the prescribed qualifying service in the relevant grade. The vacancy circular also provides a one-time relaxation of qualifying service/experience by two years.

Under Secretary - Qualifying Service

Original Requirements

Five years service in the relevant grade after regular appointment in PB-3 with Grade Pay of ₹5,400, corresponding to Pay Level-10 under the 7th CPC, or equivalent; or six years service in the relevant grade after regular appointment in PB-3 with Grade Pay of ₹4,800, corresponding to Pay Level-8 under the 7th CPC, or equivalent. The applicable one-time relaxation reduces the prescribed qualifying service/experience by two years.

Deputy Secretary - Eligibility

Deputation

Officers under the Central Government holding an analogous post on regular basis in the parent cadre or department; or officers with the prescribed qualifying service in the relevant grade in the parent cadre or department. The circular also provides a one-time relaxation of the qualifying service/experience requirement by two years and permits consideration of officers holding analogous posts in any cadre or department subject to experience of working with quasi-judicial bodies.

One-Time Eligibility Relaxation

Ministry of Education Order

The Ministry of Education order dated 23 March 2026 relaxes the qualifying service/experience prescribed in the NCMEI Recruitment Rules, 2016 for Deputy Secretary and Under Secretary by two years. Officers holding analogous posts in any cadre or department may also be considered subject to experience of working with quasi-judicial bodies. This relaxation is a one-time measure applicable only to the present vacancies and is not to be treated as a precedent for future recruitments.
